The main cyber threats included, for example, “hardware and software failures, as well as information systems’ personnel error”. The document reports on “dependence Belarus on other countries - software and hardware developers in the creation and development of the information infrastructure”
It notes that it is “necessary to provide cyber-resilience of the national segment of the Internet, highly important entities of informatization and state system” in Belarus.
It is planned to interact more with private domestic companies for this purpose. “The state is interested in cooperation with IT-companies, Internet providers, Telecom operators and external experts in updating and developing identifying information security threats mechanisms”, the document says.
Such a partnership between the state and private companies is intended to help in training more experienced staff in the information security sphere, as well as in improving the overall computer literacy among Belarusian users (including older and middle-aged).
